VINELAND — Acción Social Puertorriqueña, Inc. will honor retired Vineland Fire Capt. Carlos Mercado and CompleteCare Health Network board vice chair Maria Laboy at its 70th Anniversary Gala on Saturday, May 30, the organization announced.
Mercado and Laboy will be recognized alongside Rowan University administrator Mayra Arroyo and community advocate Carmen Miranda-Jones as part of the milestone celebration.

For more than seven decades, Acción Social Puertorriqueña has served the region with a mission to enhance the quality of life for Latino residents and the broader community through education, advocacy, and social action.

“This milestone event will honor seven decades of dedication to uplifting Puerto Rican and Latino communities through education, advocacy, and social action,” organizers said in a recent Facebook post.
Honoring Community Leadership
Mercado, a retired captain with the Vineland Fire Department, currently serves as CEO of the Boys & Girls Club of Cumberland County. His record of service includes decades of volunteer work, leadership within the fire department union, and extensive civic involvement.
He previously served on the Vineland Board of Education and was the longtime president of the Cumberland County Board of Social Services. Mercado also helped found the local Habitat for Humanity chapter, where he served as vice president.
Laboy, vice chair of the CompleteCare Health Network, has been a steady advocate for education and community health. She is a former program coordinator and supervisor with Vineland Public Schools, where she also taught as an ESL educator.
She made history as the first Puerto Rican native to serve as president of the Cumberland County College Board. Laboy has also served on the Cumberland City Office on Aging and the Cumberland County CEZ.
